SCOPE OF WORK FINANCE AND ADMINISTRATION SPECIALIST 

BACKGROUND
The Strategies Against Flu Emergence (SAFE) is a three-year program (March 15, 2011 – March 14, 2014) funded by the United States Agency for International Development (USAID) based in Jakarta and implemented by Development Alternatives, Inc. (DAI). 

OBJECTIVE
The Finance and Administration Specialist will supervise accounting and administrative staff and ensure that all DAI and USAID policies and procedures are implemented by project staff. 

TASKS
Finance:
• Monitor project budget and preparing financial reports, review grant proposals and oversee grant management, including reviewing grant agreements, subcontractor task orders and purchase orders to ensure USAID compliance;
• Submit contractual documents to USAID for approval;
• Prepare and review all payment requests and associated documentations; 
• Calculate staff salaries, income tax and Jamostek for DAI local staff;
• Submit withholding tax, Jamostek to tax consultant on monthly basis;
• Check and review expenses through petty cash and maintain it on impress basis;
• Check and review funds requests from contracts and procurement staff;
• Prepare Wire Request and submit to home office;
• Check bank statement on daily basis and prepare bank reconciliation on monthly basis;
• Liaison with the Citibank regarding daily transactions and recording these transactions in a tracking log;
• Review Field Accounting Reports (FAS) prepared by finance assistant to ensure transactions are correctly coded and make any changes if necessary; upload FAS onto Oracle on schedule;
• Facilitate repayment by staff for personal use of office phones; 
• Assist SAFE project staff in organizing events related to project activities;
• Other duties as assigned by Senior Finance, Procurement and Grants Manager that are consistent with the overall focus of the assignment.

Administration:
• Supervise the receptionist, office Assistant, procurement and administrative assistant, finance assistant, and driver;
• Ensure documents required on the Record Map are filed;
• Maintain personnel files;
• Liaise with building management on all administrative matters;
• Ensure immigration documents of expatriate staff are correct and current;
• Complete administrative tasks associated with the recruitment of local staff;
• Ensure a receptionist is on duty during all office hours; 
• Other duties as assigned that are consistent with the overall focus of the assignment

Qualifications:
• Degree in Accounting/Finance
• Knowledge of USAID contracts and grants regulations
• Minimum of 5 years experience in related field
• Excellent English and Bahasa communications skills

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. 

CARE Indonesia in Kupang  is currently recruiting the following position for its project:

JOB SUMMARY

SESAMA (Sustainable Settlement with Economic Security of Uprooted People and Their Host Communities through Strengthened and Adequate Mediation Approach in Indonesia) is an EU-funded project that will be implemented by CARE Indonesia for a period of 3 years in Kupang, NTT. The overall objectives of the project is to provide support in ensuring the sustainable settlement and livelihoods for those new citizens (ex-IDPs) left behind in the recovery process through the groups active participation in the mainstream development planning and budgeting process.
The key activities that will be implemented by the project are:
(1) facilitating the developmental processes Planning, Research, Implementation, Monitoring, Evaluation (PRIME) at the community level;
(2) supporting community demand for government services through village wide planning, groups’ capacity building, technical assistance, and supporting the fulfillment of general needs of the community on development/ rehabilitation of water system, sanitation, school and health facilities; and 
(3) developing income and food sources through group organizing and skills training.

To develop Health and Education strategy, CARE is now recruiting for a Health and Education Specialist. The position will work alongside Specialist for Community Planning and Advocacy, Agriculture and micro-enterprise, Infrastructures and Land Security and will work closely with a local partner.

RESPONSIBILITIES AND TASKS
 
Working under the Project Manager (PM),Health and Education Specialist’s will be responsible for planning, implementation, monitoring and reporting of health and education interventions of the project in project operation area in collaboration with a local partner organization. He/she will work alongside Specialists for Community Planning and Advocacy, Agriculture and micro-enterprise, and Infrastructures and Land Security and other program related staff to integrate ensure the integration of the quality health and education interventions into the overall project activities. He/she will also liaise with and manage relationships and capacity building with partners and government departments.

Health and Education Specialist’s has overall responsibility for implementing the various tasks of the health and education component of the project. This will include such tasks as identifying and preparing rosters of conducting community health and education meetings, conducting surveys, facilitating community mapping on health and education, assessing community needs, defining community 
priorities, and in general, providing the interface between program technical
staff and community membership. S/he will need to ensure that the programs
are well planned and the goals are met. 


 MAIN RESPONSIBILITIES:

1. Conduct baseline/KAP survey and keenly compile data or information from the sources regarding the Livelihood sectors with assistance from Community Leader
2. Provision of socialization and information of CARE and health and education programs to beneficiaries
3.  Fully Control and ensure the design, specification and technique of the implementation of the health and education project activities.
4.  Facilitate, Control and support the winning Contractor, Consultant and/or Partner for implementation of the health and education project in the field.
5. Assist, coordinate and support health and education Community Group for implementation of the achieved project targets.
6. Coordinate with the Technical Assistant Group to ensure the target of the project within the designated time frame
7. Develop a monthly report to the Project Manager on the progress made and potential problems
8. Input and recommendation for improving the performance and support of the health and education component of the project.
9. Ensure the financial administration of the field project is meet the CARE International standard system
10. Conduct any other duties that may reasonably be assigned inline with the position.

TASKS:
1. Assist with development of detailed plans and schedules for project implementation, including detailed activity and procurement planning.
2. Ensure timely and good quality implementation of activities to meet project outputs. 
3. Work with other Specialist to plan and manage project activities and conduct capacity building for staff, partners and community. 
4. Coordinate with other technical staff in both project areas to share information and ensure standardization and quality in approaches. In addition, all technical staff should coordinate directly with relevant counterpart staff in CII HQ on technical approaches. 
5. Ensure integration of vulnerability, gender and equity, and natural resource management/ environmental issues into plans, activities and monitoring. 
6. Coordinate with support units as necessary, and ensure that procurement and handling are carried out according to relevant CII principles and procedures.
7. Assist with management of project budgets and reporting and ensure timely submission and review of information for financial and admin reports (e.g. vehicle report, travel advance and expenses). 
8.  Ensure timely, good quality reporting on activities, and assist with compilation of routine progress reports. 
9. Work with supervisor and relevant technical staff on design, implementation, analysis and use of M&E relating to project activities, including data collection and entry.
10. Assist PM to coordinate with other CII project managers, partners, sub-district/ district/ provincial government and other non-governmental agencies in project areas
11. Perform additional assignments relating to CII programs as reasonably requested.
12. Tasks may expand and/or be adjusted in accordance to the real needs in the 
field.


QUALIFICATIONS

* University degree in health, education, social science or any relevant background.
* 2 - 3 years of previous health and education experience in a similar project in  an NGO setting.
* Have extensive experiences in the sought sectors, know effective approaches for health and education interventions, and able to apply them in a participatory manner
* Understand gender issues and gender-sensitive approach in the programming
* Good communications skills, including negotiation skills
* Good interpersonal skills, including patience, diplomacy, willingness to listen and respect for beneficiaries
* Willing to spend a considerable amount of time in the field
* Honest, responsible, self motivated and able to take initiative under minimum supervision 
* Able to give helpful directions, detailed instructions and demonstrations
* Demonstrate ability to work independently as well as a part of a team in a cross cultural environment
* Able to negotiate and to clarify expectations of both the beneficiaries and team
* Competent in Windows, MS Office programs, email and database experience.
* Fluency in English (spoken and written).
* Ability to work under pressure in a potentially unstable security environment.

Yohanes IMO Teacher Training Centre, based in Pasar Baru, seeks qualified educators for its teacher training program.

Both elementary and high school teachers, some of them with many years of teaching experience, are taken a six months intensive course in one subject and English.

The teachers will sit for a Cambridge International Certificate (elementary school teachers: IGCSE, high school teachers: AS or A level).

The courses for the elementary school teachers are mainly taught in English; the courses for high school teachers are taught in English.

At present we offer, besides English, Physics, Chemistry, Biology, Mathematics and Accounting/Bookkeep ing.

The course aims to improve the quality of education by improving the

The International Selection of ENS: 30 Master scholarships

Each year the ENS organizes an international selection allowing about thirty of the most promising international students to follow a two or three-year course at the ENS. They receive a monthly stipend of
approximately 1,000 Euros and benefit from an accommodation on the ENS campus.

30 master scholarships
About 30 foreign students are allocated by the International Selection a monthly scholarship of approximately 1000 euros during two years (in Mathematics, a year of undergraduate studies can be added before the Master, depending on the candidates profile).

The Selection Prerequisites
The application requirements are the following:
* Providing proof of a non-French nationality
* Being younger than 26 years old on September, 1st, 2012
* Applying only once for this program
* Attending a University outside of France
- In their last year of undergraduate studies (to be validated before September, 1st, 2012)
- Or, in the first year of post-graduate studies (except candidates in Mathematics) , provided they enrol in the first year of a Master Degree at the ENS on September, 1st, 2012.
The jury in Mathematics will consider in priority candidates enrolled in their 2nd or 3rd year of undergraduate studies.
Exceptionally students who started studying in France after the 1st of August 2011 may apply.

The Selection Process :
* There is no specific program for this international selection. The first step of the admission process is a selection of students according to their records. Then, a committee interviews the candidates in order to assess their capacity of analysis, conceptualization, and their ability to synthesize, in the light of their scientific or literary culture, their intellectual curiosity, and the relevance of their study project.
* Candidates submit the form available on the website between January , 10 th and March, 15th 2012;
* In May, they will be informed of the results of the preselection process;
* The candidates whose applications have been preselected are individually invited in Paris, where they will take the written tests and then will be interviewed by the examination panel immediately afterwards. The results are published in the few following days. All in all the candidates need to stay up to two weeks;
* Classes start mid-September.

Cursus  In the course of their studies, students work to obtain both a Master in research (an European Diploma) in one of the ENS partner Parisian universities, chosen in accordance with their project of study, and the ENS Diploma acknowledging the complementary education received at the ENS.

Selama 10 tahun PPSDMS telah berdiri sebagai lembaga pemberi beasiswa
sekaligus pembinaan bagi mahasiswa berprestasi. PPSDMS adalah institusi
non-profit, non-partisan, relijius, terbuka dan kebersamaan, yang memiliki
visi: "melahirkan pemimpin-pemimpin masa depan yang memiliki pemahaman
Islam yang komprehensif, integritas dan kredibilitas yang tinggi,
berkepribadian matang, moderat, serta peduli terhadap kehidupan bangsa dan
Negara."
PPSDMS saat ini tengah membina angkatan yang ke V terdiri dari 190
mahasiswa terpilih di 7 PTN di 5 kota, yaitu Universitas Indonesia
(Jakarta), Institut Teknologi Bandung dan Universitas Padjadjaran
(Bandung), Universitas Gadjahmada (Yogyakarta) , Institut Teknologi Sepuluh
Nopember dan Universitas Airlangga (Surabaya), serta Institut Pertanian
Bogor (Bogor).
Sebanyak 396 alumni PPSDMS sejak angkatan I (2002-2004) telah tersebar di
berbagai institusi publik, swasta dan NGO, dan banyak di antaranya yang
sedang melanjutkan studi S2 dan S3 di dalam dan luar negeri.

- Indeks Prestasi Kumulatif (IPK) sekurang-kurangnya 2,80 dan Indeks
Prestasi Semester (IPS) sekurang-kurangnya 2,75 sejak awal kuliah.
- Bersedia mengikuti program pembinaan dan ketentuan yang berlaku di
PPSDMS selama dua tahun (tahun pertama diasramakan) mulai 1 Agustus 2012
